The Central Chambers were erected ca 1877, purpose built as office accommodation. The basement was designed as a warehouse.

Late in the nineteenth century William Baldwin rented the cellars for more than 25 years, dealing in fine wines. Vineyards were an early success in the young colony, and Baldwin shared the large cellar with a succession of bottlers, and he in turn was followed by a line of other wine merchants.
